The budget spending cap: With 10 years of history behind us, I have some questions regarding certain assumptions some have of the value of the budget spending cap. I understand to some that this issue is the mystical issue of Marco Island.

While I will not seek to change the use of the spending cap, I will look forward to the public, honestly, looking at the value of both sides of the issue, spending cap versus elimination of the spending cap.

Some of my questions are:

Is the spending cap really the answer to reducing or limiting spending?

I understand that the city became a city because a budget spending cap was put in place. However, is it now possible that the spending cap may have outlived its usefulness?

Does the spending cap actually encourage spending less and saving more?

Could the spending cap actually encourage spending to the maximum allowed under the spending cap?

Why is it called the budget spending cap?

If City Council cuts spending under the spending cap, will the following years budgets be affected?

Negatively or positively?

Without the spending cap could City Council actually spend less this year to save money and still not negatively affect the following years budget.

Is there any correlation between the budget being raised to its maximum each year for ten years and the spending cap?

Could that relationship be due to the possible negative side affects of the existing spending cap?

Just food for thought!

WALDACK......You were elected to hold down costs and see to responsible Financial Practices. How many times was our effort to create our own City Government VOTED DOWN ? It barely passed after a CAP was made part of the proposal. Your Thoughts at this time should be about the hard Times the residents of MARCO are facing now . Our Dollars can only be stretched so far and then we can not pay our bills. You should not start charging any new fees or assessments to MARCO RESIDENTS during these hard times. You should NOT EVEN BE THINKING OF THE POSSIBLE ELIMINATION OF THE BUDGET CAP !

Waldack, you may discuss it, spin it, paint it whatever color you want but the CAP is a founding element of our City's Charter. You were elected to represent us and obey our Charter. You may attempt to work against the will of our citizens by fostering inititives to amend our Charter, that is your right. In the end it will be up to us, the citizens who have the ultimate responsibility to vote. With all the spending and taxing you have been promoting I doubt that our citizens will be fooled a second time.

Wayne, give the CAP a rest already. Stop the nonsense about the CAP. We the citizens, your constituents voted three times to keep the CAP in place...its a dead issue. What in the heck are you trying to prove?
