Marco Island’s interim City Manager Tony Shoemaker resigned in a letter to city council a few days before one councilman had hoped to call a meeting to discuss Shoemaker’s dismissal.
In his letter dated Wednesday, Shoemaker, 67, explained that his primary goals in serving the city since November — shepherding Marco through a contentious election season and putting the city on track to hire a permanent manager — were complete and eliminating his position would save the city money as it continues to evaluate city manager candidates.
Shoemaker’s total compensation package is the equivalent of $162,020.70 per year plus an unspecified housing allowance for a leased furnished residence
“If I leave now, it will save the city about $24,000 for two months, which could be used to offset the costs associated with the candidate expenses,” Shoemaker wrote.
Shoemaker’s resignation will take effect April 7, according to the letter.
In an interview Thursday, Shoemaker added that personal concerns also contributed to his decision, as he is caring for his sick mother and tiring of the commute from his permanent residence in Clearwater on weekends.
“I have family reasons that I’m looking forward to going home to,” he said.
But Councilman Rob Popoff said comments he made at Monday’s meeting might have contributed to Shoemaker’s decision. During the meeting, Popoff was vague, but asked the council to discuss Shoemaker’s tenure with the city. In an interview Thursday, Popoff said he was planning to suggest a special meeting as soon as next week where he would have recommended the city end Shoemaker’s employment prior to the city hiring a permanent manager.
Popoff said he wanted to address Shoemaker’s performance, but that problems were more a function of Shoemaker’s position as an interim manager, than Shoemaker himself.
“There’s some questions about asking for certain things to be done at council meetings, and then having to ask for them again at other council meetings,” Popoff said. “There were some problems with communication. It’s a very difficult way to operate.”
Councilman Frank Recker didn’t single out Shoemaker specifically, but said he had some issues with city matters being addressed in a timely fashion.
“If I have a fault, it’s that I intend to be impatient with bureaucracies,” Recker said. “Sometimes it’s difficult to wade through the morass of bureaucracy and get to the facts.”
Told Popoff’s comments, Shoemaker said he was unaware any councilor had issues with his performance.
“What you’re telling me is the first time I’ve heard that so I really don’t have any comment on it,” Shoemaker said.
Shoemaker’s departure is the latest in numerous changes to Marco city government beginning when Shoemaker’s predecessor, Bill Moss, left in October to take the city manager position in Naples. Shoemaker, a former interim manager in Fort Myers and city manager in Clearwater with 36 years of city management experience, was hired without a formal search on Moss’s recommendation. Since then, a January election brought in four councilors who were considered pro-city administration. This week, those councilors took office and one of their first orders of business was to narrow candidates for a permanent city manager to 11. Also this week, Marco Police Chief Roger Reinke accepted a position to follow Moss to Naples and become the city’s assistant manager.
In his resignation letter, Shoemaker recommended City Finance Director Bill Harrison to take on the interim manager role until a permanent manager was hired, likely sometime in April. Shoemaker cited Harrison’s experience in budgetary matters as the reason for the recommendation.
A special session of city council is scheduled for Monday at 5:30 p.m. to accept Shoemaker’s resignation effective April 7 and decide on a new interim manager.
In an interview, Harrison said if council picked him for the role, he would serve.
But neither Popoff nor Recker said Harrison was an automatic selection, stating they hoped to discuss other department directors for the position. Popoff mentioned that Marco Parks and Recreation Director Dana Souza would make a good choice.
“I really don’t know who I would support as an interim city manager,” Popoff said.
In other personnel news, Shoemaker said he hoped to chose an interim police chief to fill Reinke’s position by Monday’s meeting.

Amazing! Does anyone really believe that Mr. Shoemaker is quitting to save the taxpayer $24 grand?
Something's rotten in the City of Marco Island. It sounds as if Shoemaker is being forced out to pressure the council into making a hasty decision in selecting a permanent city manager OR he knows something he shouldn't know.
Shoemaker knew his replacement wouldn't be selected until after the election and he took the job under those circumstances. Now he just ups and quits to save us money? If we can get along without a "temporary" city manager, why do we need a city manager at all? Very fishy!

Oho! Now more of the story comes out. When the above blog was written, the article consisted of only two paragraphs which essentially said that Shoemaker was quitting to save the city money, period. Now we find Popoff's behind it and Rechter, after 3 days on the job, thinks Shoemaker doesn't answer his needs quickly enough.
This stinks to high heaven! Haven't had any dealings with Shoemaker but I hope he writes an expose!

Bill Harrison was second in command under Moss but when Moss quit, he didn't recommend Harrison for the job of "interim" city manager. Can't blame Moss; as Finance Director, Harrison posted an amortization schedule for the STRP on the city web site that carried an imputed interest rate of about 11.5% and said it was about 6%. Figures don't lie, Mr. Harrison, (insert the standard phrase here), and yours calculated to being around 11.5%.
Now Dana Souza seems to be a really nice guy, smiles a lot, pleasant to deal with. But how did his last job (snow removal in Portland, Maine) qualify him to be Parks & Rec Director on Marco Island? Now City Manager? Come on!
I nominate Roger Hall. Now there's a straight arrow, strong with the numbers, organized and forceful. Hasn't got a chance, I know. And probably would refuse the job if offered, but we'd have a great CM if he held the position.

What is it with you? Souza has brought a great deal to Marco. Can you honestly say the Mackle transformation is not impressive? His influence and hard work are evident throughout the island.
Your negativity has been so detrimental to Marco. You claim to care for this City but all you have truly done is caused discord.
Get a new hobby and stop trashing this city. Marco is a pretty great place to live and Dana Souza can be credited with much of it. Marco would be lucky to have him as City manager, interim or otherwise.

I do not question Dana Souza's hard work and the good changes he has wrought on this island. What I question is whether his background makes him qualified to be a City Manager. There are many hard working people in any organization without whom that organization would fail. That doesn't make them all qualified to be CEO.

Only on Marco Island would an Interim Interim City Manager be necessary. Amazing. Don't know anything about Souza, but I am familiar with Portland, Maine -- snow removal is a joke, the mostly Green Party City Council has re-assessed and re-assessed so that people cannot afford astronomical property taxes, and the School Department last year overspent their budget by about $2 million. The search for the next City Manager should be national, but the last place in earth anyone should look for competent municipal management is Portland, Maine.

We will NEVER forget the damage Foster, Hall, Neylon, Davies and the rest of their lynch mob caused on Marco Island. You can say whatever you want about civility but the Roger Halls and Ed Fosters of the world know nothing about civility. Their arrogance and conceit is deafening. The blogs of days gone by were filled with unadulterated hatred from them and their followers. Now, after their unsuccessful run for office to try and hijack Marco Island you call for civility? The casualties they have left behind are many including the taxpayers who had to foot the bill for their frivolous lawsuits and recall attempts. Good riddance to them and their kind!! As for a city manager search; that is left to the victors! The seated council gets to hire, manage and fire a city manager; the Roger Halls of the world have NO input at all. Currently there is only one very lonely city councilor that would even give Hall or Foster the time of day and he is guilty for breaking the Sunshine law. If you hang around dogs you will get fleas.

When will all these terrible statements cease ? How do we ever hope to bring all Marco Island Residents back together ? Let us try to put our past differences behind us and discuss together how we can all offer constructive suggestions that will truly benefit our Island Paradise. We have a new City Council to work with so let us all take advantage of this fact. The new City Council seems to be doing good things so far. Let,s help them continue.

Leroy, Hall is a very successful businessman that has made millions. He founded a major property management/development company and ran it for 30 years. He was twice elected president of the Squaw Valley water company. Seems to me he is far from an idiot and would be highly qualified to functon as an interm manger. In reading your posts it seems that all you are capable of is hate and insults. I suspect that someone with your outlook has a lot of built up frustration due to a lack of accomplishment with his life. Do us all a favor and take up golf. We are trying to be a positive community and all you try to do is bring us down.

My vote is for LeRoy. He knows everything about the City, he knows all the employees, he knows all the Council Members and he obviuosly must sit in on all the City Manager's staff meetings. He also is the City's greatest cheerleader and has proven that he is relentless in defending the City's actions even when they are wrongheaded or unpopular. He also has identified and labled all of our citizens that hate the city and I am sure he would have them all rounded up and put on a garbage barge to dump 30 miles out to sea. Everyone would be happy again with LeRoy in charge. Until the next citizen dared to say something he didn't agree with.

I'm not sure 30 miles is far enough out to sea. I'll have to check, but I think Coast Guard regulations are stricter than that when it comes to disposing of garbage.
